What is FCC?

The FCC, the abbreviation of the Federal Communications Commission, established in 1934 is an independent agency of the U.S. government, reporting directly to Congress.  The FCC coordinates domestic and international communications by regulating radio, television, telecommunications, satellites, and cables. FCC Certification is mainly for radio applications, communications products and digital products, including computers, fax machines, electronic devices, and radio receiving and transmission equipment.

 

FCC Test Basis/Standards

First, FCC regulations. FCC regulations stipulate the limits and test requirements of each performance indicator, and briefly introduce the corresponding test methods.  The Code of Federal Regulations (CFR) provides a more specific legal basis for telecommunications regulation, seen in its Title 47 Telecommunication.  Wireless terminal products are mainly applicable to Part15, 18, 22, 24, 27, 90, 96, etc.

Second, method standards, specify the specific requirements and test methods for each test item, such as ANSI C63.4, ANSI C63.10, IEEE 1528, and so on.    Third, KDB(Knowledge Database), is the supplement of testing requirements and testing methods.  KDB is issued by FCC when needed, mainly for the unclear parts in existing method standards.  For example, KDB447498 and KDB 648474.

FCC test content

The test content for wireless terminal products mainly includes the following parts:  

Part22/24/27/90/96: mainly for communication products including GSM, WCDMA, CDMA, LTE and 5G. We will perform conduction and radiation test on all modulation methods of each transmitter.

Part15C: mainly for intended emission equipment which generates and emits radio frequency energy intentionally by means of radiation or induction, such as BT, WIFI.  

Part15B: intended for devices that emit radio frequency energy unintentionally. That is, devices that generate radio frequency energy supply intentionally, or transmit radio frequency signals to the relevant devices through connection, but do not emit radio frequency energy by means of intentional radiation or induction, such as PC peripheral, chargers.  

 RF Exposure: Similar to the SAR test for CE, but with a limit of 1.6W/kg per gram, which is more stringent than the SAR test for CE.  

Which products need FCC certification?

All electronic products with wireless transmission, such as Bluetooth, Wi-Fi, FM transmission, 2G, 3G, 4G, 5G products.

FCC certification is mandatory for products access to the United States.  Currently, FCC certification is divided into two cases:  

1. CERTIFICATION (47 CFR Section 2.907)

 This is called the FCC ID, and it works for products that emit radiation intentionally, such as mobile phones;  wireless local area networking equipment, notebook computers,   and tablet computers with a combination of radio CCD, etc.  

 In this mode, product manufacturers are required to submit product technical documentsand test reports to TCB for review. After all procedures are confirmed, product certification ID and other information will be listed on the FCC website and publicized globally.  

 FCC ID certification mode for some wireless emission products is still somewhat difficult, because FCC testing standards have their own school. The time and cost of FCC ID certification is not trivial for enterprises, so it is necessary to prepare for FCC ID certification. If the applicant is applying for FCC ID for the first time, he/she needs to get the FCC Grantee Code (Contact us to know more about FCC Grantee Code) before applying for FCC ID.  

 FCC ID consists of two parts, Grantee Code and Product Code.  Grantee code consists of 3 or 5 characters. The number can be 2-9 instead of 0.  Letters can be a-Z, up to 3 if they are all letters, and 5 if they are all numbers.  Product code consists of a maximum of 14 characters.  

2. SUPPLIER’S DECLARATION OF CONFORMITY (47CFR Section 2.906)  | SDOC

This is called the Self-declaration model (SDOC), and it works with products that emit unintentional radiation, including computer peripherals, microwave ovens consumer ISM equipment, switching power supplies, LED light bulbs,  radio receivers and TV Interface Devices, etc.  

FCC SDOC refers to self-declaration of manufacturer, requiring a local representative and test reports. The products applicable to FCC SDOC can choose FCC ID by itself as well.
